I am getting an "Error Starting Program"message that says "The PERFORMANCE TOOL EXE file is linked to missing export NETAPI32DLLNetApBufferFree" each time I try to open the Performance Tool icon on the desktop. Also "A device attached to the system is not functioning."Is it compatible with Windows 98?(which is what i'm using) Thanks to anyone in advance.

This might result from an incompatibility of the tool with your OS as it is mainly designed for Win2k/WinXP. If you got an older functioning version of it keep that, if not contact and describe your problem in short.

A zero can decuple an existing problem.

Although it seems strange to me that the Performance Tool would need to be linked to the OS Network API dlls (probably uses these calls to create a unique hash for copy protection purposes), a possible explanantion of your problem is that your Win98 installation does not have Windows networking installed. With 2000 and XP you can't install the OS without installing networking components (even if you don't have a network card networking is still installed). With Win98 networking is optional and if it isn't installed none of the network dlls are installed and hence any application that uses the networking API will produce this error. You should be able to go into Control Panel and install Windows networking.
