Here is the response I received from Tascam CS. I've not been home to verify this yet.
There are two causes for that error:
1. there are two different filesSynsoacc.dll onto the PC
2. the version number of fileSynsoacc.dll and Synsopos.exe don't match
- please look in all Hard Drives for the file Synsoacc.dll and delete all files

Here are detailed instructions on installing the Syncrosoft License
Control Center using the "parameter /o" (overwrite) installation in Windows
Vista:
1. Please uninstall the Syncrosoft LCC. To do this, go to the Start
menu in Windows, Control Panel, Programs and Features, and
remove
the Syncrosoft License Control Center entry.
2. Delete the folder 'Syncrosoft' from your Windows system partition
in the 'Program Files' folder.
3. Download the latest version of the Syncrosoft LCC to your desktop
from
www.syncrosoft.com, downloads, license control center,
download for PC, and click save.
4. Now start the command prompt by going to Start, Programs,
Accessories, and select Command Prompt.
5. Right click with your mouse on the Syncrosoft installer, and
select properties. Please note the path at "Location:"
6. Now enter this path into the command prompt, and add
SyncrosoftLicenseControlSetup.exe /o
Example: C:\Users\(YourUsername)\Desktop
\SyncrosoftLicenseControlSetup.exe /o
7. After entering this, press 'Enter' and the LCC will be installed
in "overwrite" mode
