I've actually seen quite a lot of blues heads in Bb, but F is definitely the more popular key.  I believe this is because these keys transpose to easy keys for Bb and Eb instruments (trumpet, tenor and alto sax--the main horns used for jazz).  It's rare you'll see any classic instrumental jazz tunes in sharp keys for this very reason.
