Moving eLicencer to new computer - error!

I recently got  new computer and I am trying to get my existing sample libraries running.  However, when I plugged in the eLicencer and tried to activate it, I got a message saying "the activation code has already been used. An activation code can be used only once to download or upgrade a licence."  "Please contact your software vendor to get a valid activation code."

I'm no sure what all that means.  Can you not move an eLicencer to a different computer?  Who can I contact for help with this?
