I run a large template - 1000+ tracks - in Cubase with VSL ep running on the same machine, I have two studios one windows 7 on a 14 core PC and the other windows 10 and an 18 core pc. The same template takes 5-10x longer to load on the windows 10 machine and I can't work out why. Its the same with the latest updates of VSL EP 6 and 7. To be honest I suspect the answer is fairly obviously - "rebuild it". But I'm in denial as that's a day or two's work.
Any alternative ideas welcome!

make sure you have upgraded your Windows 10 to 1803 or newer.
The fist versions of Windows 10 had some performance issues with the audio system and the kernel scheduler that were fixed in 1803.
You can check your Windows version by pressing the windows-key an the keyboard + r. Enter "winver". Click on ok.

@Paul! If I do have to rebuild it would be great if there was a way of exporting a CSV of all the instruments, routing, location of sample files, midi channels etc. Would make optimising and rebuilding a template a whole lot easier!
