[SOLVED] Soft-eLicenser WIndows 10 problem?

I recently updated Windows 10 to version 10.0.19041.264.  Now when I start up Vienna Ensemble 7.0.1056 a dialog box is presented (the spelling mistakes are not mine) as follows:

e-Licenser Control - Message

Soft-eLiceneser  doesn't have enought permissions to run properly.  Please run LCC to fix this problem.

I don't use the soft licenser - I have a hardware USB key.

When I then try to run eLicenser online synchronization & maintenance, I get the following dialog box:

Sending eLicenser Information

The Soft-eLicenser stored on this computer seems to be altered in an unrecoverable way.

Please contact you software vendor to solve this issue.

Is this a Windows 10 problem?

It's OK now.

I had to install the latest version of eLicenser Control version 6.11.10.2269.
