[SOLVED] Alternate Win 10 Users on same machine: VEPro detects zero installed plugins.

I created another user on Win 10.
With that user I can launch VE Pro but when I try to add an instance of Kontakt the list of plugins is empty.
However I can launch Kontakt by itself.  So it is installed and that user has credentials to use it.
Any ideas why VE Pro is suddenly unable to detect all the VSTs that are installed on that computer?

Notes:

  1. the new user has admin privileges.  
  2. the old user has no issues.

Did you tell VEP where the plugins are?

Finale 25, Sibelius 2018, Notion 6, Overture 5, Cubase 10.5, StaffPad
Win10 x64, 32GB RAM; Focusrite Scarlett 18i20
Kontakt, Bunch of VSL, VIP, VEP, EWQL Orch, Choir and Pianos

I just realized that was probably the issue.

When I pointed VE Pro to them it worked just fine.
