VEP 7 Pro keeps installing a Helper Tool whenever I start it

Hello rowild,
This should only happen when a new version is installed. No troubles here on M1/2 with new OSs.
The VSL Helper is a little background app that makes sure that the conversion of legacy eLicenser projects to iLok is taken care of.
Which OS are you running? Any special security settings?

thank you for your response! I use macos 13.2 on a completely new Macbook M2. All the installation is new, there is no Time Machine Backup or anything similar involved. I un- and reinstalled "Vienna Assistant" and "Vienna Ensemble Pro" (previously removing many other related things from other folders like Cache, Application Support, Preferences...), but to no avail. VEP keeps installing the Helper Tool, whenever I open it.
One thing that caught my attention was that the plugin scan cannot be finished, because it "quits unexpectedly" due to Steinberg's "The Grant". Which is a bit strange, because eventually it is listed as a VST3 plugin. (See screenshots)
And since you ask: no, I do not have any special security settings, all system settings are the way how they were, when the computer was delivered 3 days ago.
On a side Note: in another post I reported that the logged-in status is not remebered on Chrome (and some other browsers). This is again true on my new computer with a clean and fresh install of the latest Chrome browser. The logg-in status is deleted as soon as I close my browser. When I open it again, I have to log in again...

I reset my whole computer to the factory settings and installed VSL anew, before any other plugins. Unfortunately the problem remains, even though the plugin scan finished successfully.
(Same with the logged-in status on the website / forum.)
A question to you; Paul: How did you update from macos 12 to 13? Did you install 13 over 12? Or do you have a dedicated computers, one with macos 12 the other with macos 13?
I don't know what else to do and meanwhile I am more or less convinced that this is an error on behalf of VSL. IF there is something else I could try, please let me know.

Thank you, @leakin, for your great answer! I tried it several times now, but to no avail. In my case your solution does not work, which is really sad...
This is really weird. My suspicion is that you at VSL do not test on a fresh installation, but "only" update the macOS via the OS installer's override mechanism. Correct me if I am wrong, but please clarify, Paul. But it wouldn't be the first time that it turns out that this kind of testing is not enough.
(Same thing for the forum's cookie problem: you asked me to install a completely new Chrome. Now I ask you to do the same. Great rid of all browser extensions, do not log in to your Google account [otherwise automatic updates will happen] and test the forum's remember functionality. Let us know what your experience is.)

Same thing here. Completely new install of Monterey on a Mac Pro 12 only used for VEPro server.
