Running ethernet over powerline quit a complex topic.
The quality of connection will depend on the quality of the cables and how they are connected.
Also, devices like the vacuum, air-conditioner, heater can influence the signal.
And not at least: Even if it shouldn't work, sometimes the neighbour(s) is able to receive the signal / if one of your neighbours is using such a system it might interfere with yours.
Conclusion: You have to try for yourself if these devices work in your building and if you get sufficient connection speed and quality.
