Ok I have the solution, thanks to your help ...

The folder that you have shown me (username/Library/Application Support/Avid/Sibelius 7) there was already in the user's library ...

The problem is that was missing in the folder OF THE DISC (for example: Macintosh HD/Library/Application Support/Avid/) ....

I've created and the installation went well ...

when I run the Sibelius Sound Set Installer, I receive the message: "Sibelius 5,6,or 7 is required for installing this software", but Sibelius 7.1.3 is installed on the disc!

But maybe I did not understand one thing:
the keyswitch must be ADDED to the joints? ....

That is, I have to enter the text and then add the keyswitch?

Or by loading the library and then using the tools of Finale, VSL Special edition plus recognize changes in articulations and submit them correctly to the player?
