What's the difference between DAW buffer and VE pro instance buffer?

I've read the manuals, but could not understand this one completely.

 

What's the difference between DAW buffer and VE instance buffer?

 

Let's say PT is the master, with 128 samples as buffer size,   VE pro instance with 2 buffer, meaning another 1 buffer for VE sounds?  So all instruments in VE pro is 1 buffer behind of DAW sounds? 

What's the meaning of having this additional buffer?
